Punjab Central Business District Development Authority (PCBDDA) is an executing authority to boost the economic activities in Punjab.

                                        

Kalma Chowk underpass is a gateway towards CBD Punjab’s main entrance. The authority has taken a leading step to revamp the entire Kalma Chowk underpass for smooth flow of traffic. The Kalma Chowk underpass has been designed with the consultation of all government stakeholders, may it be related to traffic, water and sanitisation, electricity, and others. 

The recent heavy rain spell created a havoc situation in the entire city of Lahore, where most of the main arteries have been flooded with rainwater. Kalma Chowk underpass also observed a similar situation. Water & and sewerage channels across the city have blocked water ways, creating large puddles and ponds, which is the main obstruction cause for the water to clear away. 

We once again wanted to clarify that we are only responsible for operational activities within the PCBDDA’s domain. For the infrastructural projects we have delivered or are in the pipeline, we can act only as an executing agency. 

The rainwater at the said underpass was not just direct rainfall but was also the accumulative water flow of adjoining localities overflowing the Saint Marry’ Park Pond. PCBDDA is working with other stakeholders to clear the underpass from rainwater. Despite the shortage of electricity, 8 water pumps mostly on generators are operational at this moment. It is estimated that traffic flow will be clear by later tonight. 

We regret this inconvenience and hope to clear underpass for traffic as soon as possible.

Corporate reporting on sustainability strengthens significantly

                                         


ISSB standards to provide consistent global baseline

Corporate reporting of sustainability-related information takes a significant step forward with the publication of two ground-breaking global standards.

 

ACCA welcomes the publication of two standards from ISSB (the International Sustainability Standards Board) IFRS S1 General Requirements for Disclosure of Sustainability-related Financial Information and IFRS S2 Climate-related Disclosures.

 

Helen Brand, ACCA chief executive, said: ‘The launch of these first two global sustainability standards is an important and significant step forward in business reporting, providing a global baseline for comparable information on sustainability issues, which will help investors, financial markets and society more widely. The focus they provide will help drive the positive changes we need in the way businesses operate in the face of the threat from climate change.

 

‘ACCA will continue to support the ISSB’s important work. The influence of the accountancy profession – with its members working inside and advising businesses across the world – means it has a hugely important role to play in creating a better, more sustainable world that works for everyone. Consistent global standards are a key part of that picture and we look forward to playing our role in driving their success.’

 

The first corporate reports aligned with the new standards will be for 2024 reports published in 2025 with the picture varying by jurisdiction. In some jurisdictions large and listed companies and public interest entities will be required to publish sustainability reports as early as 2025. And SMEs may well be required to provide sustainability reporting as part of value chain reporting.

 

Assad Hameed Khan, head of ACCA Pakistan, said: ‘These standards will make sustainability reporting more consistent, connected and meaningful. Importantly, they mark the early stages of the work accountancy professionals are achieving in driving systematic changes in sustainability reporting and its integration with financial reporting. They will drive wider changes too as sustainability reporting is likely to drive sustainability-led strategies, and there will be operational changes required to implement them and their reporting. Investors will see this as the start of providing the information they require to allocate capital more efficiently and responsibly.’

Building on the framework for Integrated Reporting <IR>, IFRS S1 emphasises the need for consistency and connection between financial statements and sustainability reporting. Those using the standards are expected to explain linkages in information and use consistent assumptions.

 

IFRS S2 incorporates The Task Force on Climate-Related Financial Disclosures’ (TCFD) recommendations and guidance including the structure of governance, strategy, risk management metrics/targets.

 

Companies which are already reporting by TCFD are well on their way to complying with ISSB.

 

ACCA has been closely involved with the creation of the standards and has worked with the ISSB improving and refining the original draft standard. We also continue to work to develop the accountancy profession’s role in driving sustainability, for example through our ‘Accounting for a better world’ agenda for action, which seeks to drive and highlight the role of accountants in creating a fairer and more sustainable world.

 

Sustainability has been part of the ACCA Qualification since 2013, when Integrated Reporting <IR>, was added to the syllabus. In addition to sustainability reporting, the syllabus now includes topics such as social and environmental assurance, environmental tax, and internal control and management systems for sustainability and environmental reporting. We also offer a wide range of CPD courses in this area.

Discount World (DW) partners with Telenor Microfinance Bank (Easypaisa) for strategic alliance

CARETAKER CHIEF MINISTER PUNJAB ASSESSES PROGRESS AT CBD PUNJAB Quaid and Bab i pakistan PROJECT SITE

                                             

Caretaker Chief Minister Punjab, Syed Mohsin Raza Naqvi, visited Central Business District Punjab (CBD Punjab), project site to assess the progress of the development work for CBD Punjab phases 2,3 and Main Boulevard linkage to Bab E Pakistan, Walton Road, Lahore. During the visit, Caretaker Chief Minister Punjab was provided a comprehensive briefing by the CEO of CBD Punjab, Imran Amin, highlighting the significant advancements made in the project. Executive Director Technical CBD Punjab, Riaz Hussain, Project Director CBD Punjab, Asif Iqbal and senior officials of CBD Punjab were present during the briefing.

CBD Punjab has embarked on the development of phases 2 and 3, along with the establishment of a linkage between the Main Boulevard Lahore and Bab E Pakistan, Walton Road. Notably, CBD Punjab will construct flyovers at Ghora Chowk, Lahore, Walton Railway Crossing, and Bab-e-Pakistan, addressing key traffic congestion points.Construction of a  roundabout at Kalma Chowk has also been advised by CBD Punjab.

Expressing his vision for timely project completion, Caretaker Chief Minister Punjab emphasized the importance of providing maximum relief to the people. He directed the authorities to ensure that the newly constructed roads are wide enough to accommodate the increasing traffic load, a crucial consideration for enhancing transportation efficiency. 

CEO CBD Punjab, Mr. Imran Amin, expressed his commitment to delivering a state-of-the-art project. He reiterated CBD Punjab's commitment to delivering high-quality infrastructure projects that will greatly benefit the people of Punjab.

ACCA proposes budget measures for tax year 2023-24 to address Pakistan's economic challenges

   

ACCA (the Association of Chartered Certified Accountants) has unveiled its budget proposals for the fiscal year 2023-24, highlighting the need for significant shifts in Pakistan's economic policies to tackle pressing challenges. The proposals aim to address issues such as population growth, climate change, agricultural disincentives, and food security concerns.

ACCA emphasises that to keep policies and their implementation consistent, the government, political parties, and business groups should sign a ‘charter of the economy’ for the next 10-15 years. This long-term commitment will provide stability and foster sustainable economic growth.

The budget proposals suggest a multi-faceted approach to improving the balance of payments, reducing imports, boosting local consumption, lowering inflation, and increasing exports. ACCA underscores the importance of consistent economic policies, leveraging indigenous resources and talent, and embracing a new economic model.

In line with these objectives, ACCA recommends sustainable reduction of non-essential imports and identifying import substitutes to lower the import bill. Efforts to promote eco-friendly energy sources, implement daylight savings, and reduce business hours and working days can help decrease reliance on oil and gas imports.

To enhance exports, ACCA emphasises the need to focus on services that leverage Pakistan's abundant raw materials and skilled youth. Shifting the tax burden to higher-income individuals and subsidising the cost of living for middle and lower-income segments are proposed to ensure equitable taxation policies.

ACCA calls for significant strides in the documentation of the economy to expand the taxpayer base. Leveraging technologies such as Artificial Intelligence and data analytics, the global body recommends identifying individuals living beyond their declared means and businesses making misdeclarations to bring them into the tax net.

Structural reforms, including reduced tax rates and simplified compliance processes, can make tax evasion less attractive and improve the efficiency of the taxation system. ACCA proposes minimal tax rates for large agricultural landowners, with generated revenue used to subsidise essential farming needs for small farmers.

To facilitate economic recovery, ACCA suggests incentivising local industry, manufacturing, and mining while revising costly agreements in the energy sector. Investment in green energy projects, encouraging the use of domestic products, and promoting entrepreneurship through the banking sector are also highlighted as key strategies.ACCA underscores the growth potential of Pakistan's IT/ITeS sector and calls for favorable policies, tax rebates, and investment in high-skill training to unleash its full potential. ACCA also recommends expanding the tax net by bringing professionals such as doctors, accountants, engineers, lawyers, and architects into the tax system.

Furthermore, ACCA proposes the establishment of a venture capital fund to support Pakistani start-ups, subsidies for solar panels, and prioritisation of the livestock sector in the upcoming budget.

ACCA's Global Tenets of Taxation serve as a guiding framework to establish public trust and an effective taxation system. The accountancy body emphasises the importance of openness, transparency, simplicity, and certainty in tax legislation and operations.ACCA believes that by implementing these budget proposals, Pakistan can pave the way for sustainable economic growth, address unemployment challenges, and position itself as a regional powerhouse.

The U.S. Deputy Chief of Mission was accompanied by a delegation from the U.S. Consulate General Lahore, including U.S. Consul General William K. Makaneole, Political and Economic Chief Kathleen Gibilisco, and Cultural Affairs Officer Paul Garr.

The distinguished envoy was warmly welcomed by the CEO of PCBDDA, Imran Amin and other senior officials of the authority, including COO, Brigadier (R) Mansoor Janjua, Executive Director Commercial, Mohammed Omer, Director Business Development, Ali Waqar Shah and Director Architecture, Sameer Aftab. The delegation led by the U.S. Deputy Chief of Mission was comprehensively briefed about the projects of PCBDDA Punjab.

New generation of CFOs driving broader view of business performance and purpose

                                      


New research by ACCA (the Association of Chartered Certified Accountants) and BDO, the international network of public accounting, tax and advisory firms, has revealed how the role of the CFO is growing to include driving business decisions and reporting on the non-financial areas of their operations.

 

Over 100 CFOs and business leaders from around the world took part in roundtables and in-depth interviews to contribute their insight into how the traditional role of the CFO is changing, resulting in the report ‘Chief value officer – the important evolution of the CFO’.

 

To be successful and sustainable, businesses and other organisations increasingly need to combine economic, environmental and social equity. Those that don’t, face risks and their value can diminish – there is a very strong link between value creation and strategy. Using the breadth of drivers (financial, manufactured, intellectual, human, social & relationship and nature) to generate benefit for a wide range of stakeholders creates value. With a focus for many organisations on purpose and value, contributors were asked to consider whether there is a trend to asserting the need for a new role of chief value officer and whether this a role that the CFO is already fulfilling.

 

The resulting three key findings from the report are:

§  The concept of value is fundamental to the management of performance in organisations and its adoption is a key element in their path to a sustainable future.

§  CFOs are increasingly adopting a value centric approach in their work and this represents an evolution towards encompassing the chief value officer role within a more traditionally financially focused remit.

§  The development path for those aspiring to be CFOs requires an increasingly broad range of experience which embraces both formal and informal learning activities: professional bodies and practices need to engage with this.

Helen Brand, ACCA chief executive, noted: ‘We already know that CFOs are increasingly acting as strategic leaders and advisers in their organisations. The CFO role is one that has moved significantly from the traditional view, while retaining the core responsibilities. Now there’s a real opportunity for them to satisfy the value agenda and evolve the role for the next generation of CFOs.’

 

Carly Bleathman, Partner – Business Services and Outsourcing at BDO UK said: ‘Our research highlights the exceptional role that CFOs are playing in developing their organisations. We commend the role that these individuals play and how they are truly embracing the broader value agenda. I know from my own experience that CFOs are truly chief value officers’.
